Port of Berbera implements the ISPS Code

25 Apr, 2006 - OSLO, 21 April 2006 The Port of Berbera in Somaliland has signed a contract with the Norwegian-based company Nordic Crisis Management to implement the International Ship and Port Facility Security Code (ISPS) in accordance with United Nations’ standards.

The ISPS Code consists of a comprehensive set of measures to enhance the security of international shipping and port facilities. The Code’s objective is to provide a standardised and consistent framework for evaluating risk, as well as preventing and combating acts of terrorism and sabotage. The Code applies to all ships over 500 brt which operate in international traffic and all ports that serve such vessels.

The Port of Berbera in Somaliland has recently signed a comprehensive contract with Nordic Crisis Management to implement ISPS standards on the former’s facilities. This will include the setting up of security infrastructure and required measures, in addition to organising security operations and the training of staff.

- These measures are important in order to safeguard ships and humanitarian aid provisions that call at the port for the “African Horn”, says Mr. Ali Omar Mohamed, the Managing Director of the Port of Berbera.

The Berbera Port contract is for five years and includes a follow-up programme to ensure that the port will continue to operate after ISPS certification in accordance with required ISPS standards. It is planned that the Port of Berbera will be fully ISPS-certified during Autumn 2006.

About the Port of Berbera

The Port of Berbera is the only sheltered harbour on the south side of the Gulf of Aden. Located strategically on the international oil route, Berbera is a deep-sea port and can facilitate six vessels simultaneously. Approximately two million tons of cargo will pass the keys in 2006. The port is planning to expand its operations shortly with the introduction of a new container terminal. It is the terminus of main trunk routes from the city of Hargeisa (capital of Somaliland) and Ethiopia. Last February, the Ethiopian Government ordered all the state enterprises to import and export their goods through the Port of Berbera.

The company has considerable experience with the ISPS Code and is a market leader in Norway, having assisted more than 350 ports in carrying out risk assessment analyses and designing security plans. Corresponding services have also been implemented with a number of ports in Sweden and Denmark as well as for international sea ferry companies.
In addition NCM offers courses for the Port Facility Security Officer (PFSO) and audit of security plans, in addition to the planning and implementation of all types of crisis management exercises required by the ISPS Code.
